CMH's future is very bright. By 2024, its extensive and comprehensive construction project will be finished making it the most modern hospital within the region. At that time, CMH will see unprecedented growth in all major services, including surgery, medicine and diagnostic imaging. It is also a proud founding member of the Cambridge North Dumfries Ontario Health Team that looks to transform health for our communities.

Our Roots

Cambridge Memorial Hospital proudly traces its roots to 1888, when the Region of Waterloo’s first community hospital, known then as Galt Hospital, opened its doors to treat patients in a localized health care setting.

Sixty-five years later, in 1953, a brand new facility was built on the current Coronation Blvd. location, which was better suited to serve the major communities of Galt, Hespeler, Preston and the Township of North Dumfries. At that time, the hospital was also renamed South Waterloo Memorial Hospital in honour of the local women and men that gave their lives for their country. As local boundaries changed and communities merged to become the City of Cambridge, the hospital adopted the new name of Cambridge Memorial Hospital. Prior to 2014, the last major expansion of the hospital was in the early 1970's when the Wing B patient care facility was built.  

In 2020, a new patient care wing was opened, that featured the latest building hospital building codes and technologies to help keep staff and patients safe. With the timing of COVID-19 coming to the region a few months later, these safeguards proved invaluable to keeping outbreaks at a minimum during the pandemic. Once the 50-year old Wing B refurbishment is finished, it will boast the same advanced technologies and safety features as Wing A.

This past year has been highlighted by forward-thinking initiatives, real progress towards the development of a new hospital and recognition of excellence for our people and our programs. When making decisions, we are guided by our values of caring, respect, innovation, collaboration and accountability. Annual Community Reports

Phase 3 of CMH’s Capital Redevelopment Project (CRP)       
The third and final phase of the CRP includes renovations to all five levels of Wing B comprising 156,260 square feet of space. 


When finished, this phase of the project will result in expanded Diagnostic Imaging and Laboratory Services, a renovated new patient care tower that will include three new inpatient units: Medicine on Level 2 (34 beds); Rehabilitation & Medicine on Level 3 (31 beds); and Surgery on Level 4 (35 beds). It will also include three new Endoscopy Suites, a renovated/expanded Post Operative Recovery space and Same Day Surgery space, as well as renovations to the Medical Devices Reprocessing Department.       

This phase of the project started in February of 2021 and is ahead of schedule with a completion slated for summer/fall of 2024. More

Cambridge Memorial Hospital's logo was made public in 2003 after an extensive design process. The registered logo reflects the hospital's connection with veterans that fought in conflicts and held the peace throughout the world. it is also an homage to the hospital's history, which was named the South Waterloo Memorial Hospital in 1953, after the Galt Hospital moved from its St. Andrews Street location.

In 2009, Cambridge Memorial Hospital was designated as a Best Practice Spotlight Organization (BPSO) by the Registered Nurses Association of Ontario (RNAO). Since that time, we have implemented seventeen Best Practice Guidelines. These guidelines promote and support quality care for our patients and families. What is FIPPA?   

The Freedom of Information and Protection of Privacy Act ("FIPPA") is provincial legislation that applies to most public institutions in Ontario.  FIPPA was extended to include hospitals in 2010. It went into effect on January 1, 2012 and is retroactive to 2007.


The Act has two main purposes: 

  1. To make public bodies more open and accountable by providing the public with the right of access to records; and
  2. To protect personal information from unauthorized collection, use or disclosure by public bodies.

Ethics is a system of moral principles which guides us in making decisions. Everyone has a role to play in ensuring the ethical delivery of care, from the point of care to the boardroom. This page has been created to highlight key CMH resources when patients, families and providers experience an ethical problem. Below you will find a tool that assists with determining the type of problem and who to direct concerns to, followed by information about our Ethics Committee, the Clinical Ethics Consultation process, and documents that address healthcare decision-making.

CMH's ethics committee meets every two months and is made up of multiple disciplines from all parts of the hospital. Its purpose is to strengthen CMH's commitment to patient focused care, by looking at ethical issues related to clinical practice and organizational standards. It does this through education, communication, consultation and administrative guidance.

Clinical Ethics Consultation Service


As a means to enhance patient care, CMH offers a clinical ethics consultation service that helps patients, family members and healthcare practitioners work through complex ethical issues. Depending on the issue, CMH may bring in a bio-ethicist to help with the process.


When a request is made, the case will first be reviewed with the patient or family member to see how the consultation might benefit them. Information about the case will be collected. Care team members who are involved will be informed and invited to participate in the consultation service.


Patients and family members are guided through the problem with members of the treatment team. Together, they will work through a number of considerations to ensure all ethical values are considered. This service is done in an advisory and educational capacity, with the goal of helping the patient, family or substitute decision maker with decision making. The goal is not to provide a specific answer.

As per Broader Public Sector requirements, Cambridge Memorial Hospital (CMH) posts its Green House Gas Emissions (GHG) on an annual basis for the most recent reporting period.

In 2020 (January - December), CMH emitted 4,946,714 kg of GHG as a result of its facility operations (reported July 7, 2022).

CMH's broader commitment to the environment is to exercise good corporate stewardship and to continueinvestigating and developing strategies to lower its emission value on an ongoing basis.

What is Whistleblowing?

CMH staff, physicians and volunteers are often the first to know when something is going seriously wrong. A culture of turning a "blind eye" to such problems can lead to serious damage when those in charge do not have a chance to take action. Whistleblowing can therefore be described as exposing wrongdoing and practices that are potentially illegal.

Lynn Woeller, Chair, Board of Directors
Patrick Gaskin,  President and CEO

Lynn Woeller is a Chartered Professional Accountant, Chartered Director and holds her Masters of Accounting degree. Lynn's professional experience is varied, including work in public accounting, the manufacturing sector and the software industry.

Currently, Lynn works as VP Finance for a privately-held, national textile and wall covering distributorship. Lynn is a Director and Audit Committee Chair of GrandBridge Energy Inc. Lynn's previous Board involvement includes the Chaplin Family YMCA of Cambridge, the Cambridge & North Dumfries Community Foundation and other smaller, local not-for-profit organizations. Lynn serves as the Vice Chair of the CMH Board, Chair of the Resources Committee and also sits on the CMH Capital Projects Subcommittee and Executive Committee.

Diane has over 40 years of experience in healthcare as both an RN and executive. She has worked in hospitals across Canada, including Vancouver General, Hospital for Sick Children, Hamilton Health Sciences, Cambridge Memorial, and the Wellington Health Care Alliance. She has a diploma in Nursing from Conestoga College, an undergraduate degree from the University of Waterloo and an MBA from McMaster University. Since officially retiring in 2015, Diane has dedicated her time to volunteer work, both as Tutor for The Literacy Group of Waterloo Region and at the Hamilton Theatre. She resides in Cambridge and is a member of the Canadian Federation of University Women-Cambridge Chapter. In her downtime Diane enjoys spending time with her two sons and daughters-in-law, painting and is an avid reader. Diane serves as the Chair of the CMH Quality Committee, and also sits on the CMH Digital Health and Executive Committees.

Sara has 28 years of experience in the investment industry, including investment banking, institutional investments and bank lending, in both, private and public sectors. She recently joined the Canada Infrastructure Bank as Head of Risk to oversee the enterprise risk management function, based in Toronto. Prior to joining the CIB, Sara occupied the position of Senior Officer, Infrastructure New Products and Special Transactions at the European Investment Bank (EIB) based in Luxembourg.

Sara is a Chartered Financial Analyst charter holder and also holds an MBA from the Edinburgh Business School at Heriot-Watt University. She has also attended three executive programmes at Harvard Business School in Boston. She is past Board Member at CFA Society Toronto, past Board Member and Treasurer at the Cambridge Symphony Orchestra and volunteered at the Red Cross in Luxembourg on the refugee program. Sarah serves as the Chair of the CMH Digital Health Subcommittee.

Paulo Brasil is a Branch Manager at TD Canada Trust with his bachelor’s in business administration. Paulo has held various positions over the last 13 years in the financial retail sector, inclusive of being a leader and executive influence on various projects, initiatives, and committees.

Paulo has been an ongoing volunteer in the Cambridge Portuguese community and is passionate about giving back to his community. He resides in Cambridge with his wife Alice and two boys (Bennett and Mitchell).

Bill earned a Mechanical Engineering Diploma from Conestoga College of Applied Arts and Technology and is a Project Management Professional with over 25 years of experience in various industries.

A Trustees for 8 years on the Board of Trustees for the Waterloo Catholic District School board representing Cambridge and North Dumfries, served as Chair and Vice-Chair as well as participated on all board committees.

Long time supporter of United Way Waterloo Region Communities, as well as leader of the annual workplace campaign team.

As a lifelong resident of Cambridge Bill enjoys spending time with his wife and two daughters, as well as travel, hockey, biking, lane swimming, yoga and exploring the beautiful trails in Cambridge.

Professional Engineer (Ontario) and has been a Cambridge resident for the past 40 years, where he and his wife Terrie have raised their 4 children.  As a graduate from the University of Waterloo – Mechanical Engineering program, he has had a successful career in Nuclear Power, High-Purity Water Treatment and Aerospace industries.  

Tom is a results-oriented executive leader with a solid background in engineering, project management, and continuous improvement with over 36 years of progressive management experience.  He is a Black Belt in the Six Sigma quality program and is currently the Director of Technical Operations at the University of Waterloo – Chemical Engineering department.  Tom enjoys travelling, fishing, and landscaping in his spare time. Tom serves as the Chair of the CMH Capital Projects Subcommittee.

Julia is a graduate of McMaster University (B.Sc. (Honours), Biology) and University of Waterloo (M.Sc., Public Health and Health Systems). She is pursuing a Joint Interdisciplinary PhD between the School of Public Health and Health Systems (SPHHS) and Department of Mechatronics and Mechanical Engineering at the University of Waterloo (UW). She is a recipient of Joseph-Armand Bombardier Canada Graduate Scholarship. She is co-president of the UW SPHHS Graduate Student Association; Student Affiliate at the Global Labour Research Center; Student Member of the Waterloo Institute for Complexity and Innovation; and member of the Canadian Association for Research on Work and Health Board of Directors. In the past, she has served as Chair of Graduate Studies Endowment Fund at UW (2017-2019), Student Senator on the UW Senate (2017-2021) and Student Governor on the UW Board of Governors (2018-2019, 2020-2021). Julia sits on the CMH Quality and Governance Committee.

Monika is a Financial Manager and Chartered Professional Accountant. Monika brings over 25 years of experience and leadership in finance and administration in small to medium sized companies. Currently she leads the Finance team at New Apostolic Church Canada and its foundation with accountability for donor management, developing the annual finance strategy, managing the investment portfolios, and streamlining business processes.

Monika has been active as a non-director community member joining CMH in 2014 and was an elected director in 2022. Monika serves as the chair of the CMH Audit Committee, and sits on the CMH Quality and Executive Committee.

Miles earned BASc, MASc and PhD degrees from the University of Waterloo and is a licenced Professional Engineer.  He has over 35 years of diverse professional experience in the forest products industry.  

After a series of developmental technical positions in his early career, Miles was promoted to Vice President, Technology, with corporate responsibility for integrating plant floor automation, management information systems with quality improvement processes and methodologies.   He was subsequently promoted to COO and CEO accountability for several businesses.  His career advancement took him to postings in Ontario, Quebec and British Columbia.

Miles has served on several corporate, association and community boards of directors.  The latter included membership on the Board of Trustee of Brock University and past chairmanship of the City of Cambridge Economic Development Advisory Board. Miles sits on the CMH Audit and Capital Projects Sub-Committee.

Dr. McKinnon serves as the Homewood Chair in Mental Health and Trauma and as Full Professor (effective July 1, 2021) and Associate Chair, Research in the Department of Psychiatry and Behavioural Neurosciences at McMaster University. She is also the Research Lead in Mental Health and Addictions at St. Joseph's Healthcare Hamilton and a Senior Scientist at Homewood Research Institute. Dr. McKinnon completed her PhD in Psychology at the University of Toronto followed by a post-doctoral fellowship at the internationally-renowned Rotman Research Institute at Baycrest Centre. She is an elected Fellow of the Canadian Psychological Association and is dually licensed as a clinical psychologist and neuropsychologist. Dr. McKinnon is well known for her work characterizing trauma-related illness and PTSD among military members, Veterans, first responders, and survivors of childhood abuse and trauma. She has also been involved in the development and testing of novel treatment interventions aimed at often unexplored aspects of PTSD and trauma, including guilt and shame, moral injury, dissociation and cognitive dysfunction. Dr. McKinnon serves as the Chair of the federally-funded PTSD Centre of Excellence's Research Reference group and works closely with government sectors including Veterans Affairs Canada and the Canadian Armed Forces. She has published over 120 peer-reviewed papers and chapters and currently holds funding from the Canadian Institutes of Health Research, the Canadian Institute for Military and Veteran Health Research, Defence Canada, Veterans Affairs Canada, the PTSD Centre of Excellence, and the Workers Safety Insurance Board of Ontario, along with numerous private foundations, including True Patriot Love, the Cowan Foundation, the Military Casualty Support Foundation and the FDC Foundation. Dr. McKinnon sits on the CMH Quality Committee.

Nicola is a partner at SV Law LLP in Guelph and practices in the areas of Business law, Non-Profit and Charitable Corporations, Real Estate and Wills and Estates. Nicola qualified as a Solicitor in the UK in 1994 and worked in both private practice and in-house before moving to Cambridge, Canada in late 2000.

Nicola is very active in the Cambridge community; she has previously served on the Campaign Cabinet of the United Way of Cambridge and North Dumfries, the Board of Directors of the Child Witness Centre and the Board of Directors of the Cambridge and North Dumfries Community Foundation. In addition to sitting on the Board of Cambridge Memorial Hospital, Nicola also serves on the Board of Cambridge Rehabilitation Homes Inc. Nicola serves as Chair of the CMH Board and Chair of the CMH Board Executive Committee.

Patrick Gaskin is currently the President & Chief Executive Officer of Cambridge Memorial Hospital. Patrick started his health administration career over 30 years ago, first working at Sunnybrook Health Sciences Centre in Toronto after completing a Masters in Health Administration. In his career, he has worked in both teaching and community hospitals and has spent time as a health care consultant and planner.


More than 20 years ago, he and his family moved to Waterloo Region where he worked at Grand River Hospital for nine years in various capacities – as a Vice President, then Executive Vice President & Regional VP for Cancer Services and served as Acting President & CEO at a time when the hospital was under provincial supervision. Between 2007 and 2009, Patrick worked as a Vice President for London Health Sciences and St. Joseph’s Health Care. In 2008, Patrick completed a Fellowship with the Canadian Health Services Research Foundation, focusing on how to engage hospital leaders in improving performance measurement and management. During his career, Patrick has been asked to support organizations under provincial supervision 4 times. In each of these assignments, Patrick has worked with the senior leaders in improving the hospital’s performance. Patrick joined CMH in 2009. 

Dr. Winnie Lee joined Cambridge Memorial Hospital in 2008 as a radiologist. Dr. Lee completed her Honours Bachelor and Masters of Science degrees, with further education in medicine and specialty training in Diagnostic Radiology at the University of Toronto. 


She has held progressive leadership roles at CMH and is an active member of several provincial, regional and local committees, including serving as the Co-Chair of the Ontario Health (West) Regional Diagnostic Imaging Working Group. 


In addition to clinical practice, Dr. Lee also participates in teaching, as an Assistant Clinical Professor (Adjunct) with the Michael G. DeGroote School of Medicine. 


More recently, Dr. Lee was part of the leadership team that help direct CMH’s preparedness and response to the current COVID-19 pandemic, work recognized by the Cambridge and North Dumfries Community Healthcare Hero Award.

Dr. Vladislav Miropolsky joined Cambridge Memorial Hospital in 2012. Dr. Miropolsky earned a bachelor's degree in science and biology from the University of Western Ontario before going on to earn a medical doctorate from the University of Toronto. Throughout his academic career, Dr. Miropolsky participated in various studies as a research assistant in the divisions of cardiology at the John P. Robarts Research Institute, rheumatology at Toronto Western Hospital and the medical imaging department at Toronto General Hospital. For remarkable radiology research, Dr. Miropolsky was given the RSNA (Radiological Society of North America) award.

Dr. Morgan has practiced Intensive Care at Cambridge Memorial Hospital since 2018. She is a Royal College Fellow in Internal Medicine and Critical Care Medicine, having completed her training at the University of Toronto in 2017. She also holds a MSc degree in biology from McGill University, funded by an NSERC grant. Academically, she continues as an Adjunct Professor at McMaster University, welcoming resident physicians to our ICU and encouraging clinical research at our site. As VP of the MPSA she strives to enhance the physician-hospital relationship. Above all, Dr. Morgan is dedicated to high quality, safe, and compassionate patient care.

Stephanie joined CMH as the Vice President Clinical Services/ Chief Nursing Executive in June 2021. Stephanie has over 30 years of clinical experience including Critical Care, Emergency, Obstetrics and Perioperative programs. She has worked both as a Director and a Senior Leader/Chief Nursing Executive in urban, community and rural settings. She is the Critical Care Administrative lead for the region and was the regional COVID Testing and Assessment lead. Stephanie holds a Master’s degree in Health Studies and is a Registered Nurse. Quality practice and quality improvement are of particular interest. Stephanie was the recipient IDEAS Alumni Honorable Mention for a Hospital Induction Project, a presenter for IDEAS Plan-Do-Study-Act Quality Improvement Webinars, and a workshop Presenter for IDEAS Alumni Event “Effective Design and Sustained Quality Improvement.

Thank you for wanting to become involved in the Cambridge Memorial Hospital (CMH)  and CMH Foundation (CMHF) Board of Directors. An expression-of-interest process will open soon for interested individuals. 


For 2024, the CMHF Board is looking for Directors and the CMH Board is seeking Committee Members (CMH) to help lead them through the next stage of health care transformation. 


A Committee Member is a non-director role. It helps influence hospital governance, quality of service and other priorities at various committees reporting to the CMH Board. It is an excellent opportunity to interact with health care experts and decision makers, while gaining experiences that can lead to a Director position. 


Meetings for both roles are flexible, allowing both in-person and online options. All interested applicants are encouraged to submit their expression of interest.


Our future is one of hope. As values-based organizations dedicated to creating a diverse, equitable and inclusive environment, we started a five-year journey in 2022 to reimagine health care in Cambridge and North Dumfries. We will do so by advancing health equity, prioritizing partnerships, reimagining community health, increasing joy in work and sustaining financial health.
